What does forum mean?

Memurlar.net is a space where users can share their knowledge, experience and discuss various topics. It is very important that the messages written in the forums do not disrupt public order, are against general morality, are not disturbing to others or are against the law. The responsibility of your message is entirely yours. If Memurlar.net determines that the message in question does not comply with the specified conditions or if the authorized authorities request a determination or investigation in this regard, it will report the information about the person who wrote the message to the authorized authorities.

How do I start a new discussion?

After entering the category area you have chosen from the home page of Forum.memurlar.net, you can go to the discussion page by pressing the button at the top of the forum home page . After writing the text and title of your message in the section that opens, you can add an icon. Press the button for your message to be published.

How do I reply/comment to a started discussion?

You can click on the home page of any forum, go to the top and bottom of a message page, type the reply/comment text you want to write, select your icon and send your message by pressing the button.

I want to reply/comment to a discussion but there is no Reply/Comment field at the bottom of the page, what should I do?

You can become a member by clicking on the button at the top right of the page or if you are already a member you can reply/comment to a discussion by clicking on the button. Otherwise, if you are not a member, the reply/comment area will not be visible.

Can I search within the forums?

Yes, each forum is indexed within itself. You can also search using Turkish characters. You can filter the answers in the relevant topic by giving a keyword or just a date. When we enter the section at the top of the home page of any category, we can enter the "Search titles in this category" section, if we enter the section at the top of the home page of any topic , we can enter the "Search this topic" section and make the necessary searches. Not opening new topics from the same topics is important for the forum order and finding what we want.

Can someone else write messages using my nickname?

Also, if you click on the button again, the topic will be removed from your follow-up.

Where can I see the topics I have opened and written about?

Yes. You can see the topics you have opened or written to in a list by clicking on the buttons in the upper right corner after logging in .

Are there any other features in the forum?

Yes.

1- You can reply to another member's message by using the button.

2- You can vote for a comment you like or dislike using the buttons. The message will be automatically hidden when it reaches -10 votes. The message will not be deleted but will be displayed as a warning text. The editor can delete this message if necessary. Positive votes - When the total of negative votes is -10, the message will be hidden.

3- You can copy the link of that message by right-clicking on the button on the right next to each answer . This way, when you share that link on another topic or on another website, it will go to the page that the answer corresponds to.

4- By using the symbols, you can ensure that the comments on memurlar.net appear on social media such as Facebook, Twitter, LinkedIn, Google.

5- You can go to the end of the page by using the sign.

6- You can share videos in the forum. To do this, simply copy the link of the video and paste it into the forum reply field. For now, it is valid for You Tube, Dailymotion, Vimeo video sites.

What does / who is a forum administrator?

Each forum area has an administrator. These administrators are selected from among the leading people in Türkiye in terms of interest and knowledge. The forum administrator initiates new discussions and directs existing discussions by giving new horizons to the participants with current topics. He also has the authority to delete irrelevant posts within the forum area, warn the authors and impose penalties.

How can I contact the forum administrator?

On the home page of each forum, there is a link to the forum administrator in the forum introduction box at the top of the page.

What are the duties of the forum administrator?

1- Memurlar.net editors are responsible for remaining impartial in the face of ideas. However, when expressing an opinion; correspondence containing insults, degrading or ridiculing groups or individuals will be deleted and the relevant member may be subject to disciplinary action.

2- Correspondence containing profanity and advertising will be deleted directly by the editor. The member who makes the profanity and advertising correspondence will be penalized, if the member needs to be canceled, the editor "who has the authority to cancel the member" will be notified.

3- Offensive or provocative correspondence is not allowed. These titles will be deleted. The relevant member will be warned first. Visitors who continue to act in the same manner despite the warning will be penalized. If the same activity continues and the membership needs to be canceled, the editor "who has the authority to cancel the membership" will be notified.

4- If there is a title that does not fit the category, it will be directed to the relevant category without being deleted.

5- Forum editors are not legal consultants. The answers given by the editors should be evaluated within this framework.

6- Forum editors are only authorized to make the changes listed above in their own categories. Any intervention made to a correspondence in another category (in the event of swearing or serious insults) must be reported to the relevant category editors.

7- Forum editors convert uppercase titles to lowercase letters to avoid visual pollution and make necessary changes to make the titles more understandable.

8- Members should not open titles that start with capital letters, except for known abbreviations. When opening titles, more than one punctuation mark or symbol should not be used for emphasis. 9- Titles that are not accepted by the members and are placed on the subpages of the forum should not be updated with the word "current". A self-created title should not be updated or a message should not be sent repeatedly to the same forum title or to more than one forum title. Members who disrupt the routine flow of the forum may be penalized if necessary.

10- No threads targeting members should be opened.

Whose Membership is Cancelled?

You may be new to Memurlar.net or a long-time member. Members can benefit from services such as chatting and commenting on news, and can also write in the forum.

However, if you engage in indecent correspondence on the forum, all correspondence you have made so far may be deleted and your membership may be cancelled. In the event of membership cancellation, your connection with all your friends who you have been in contact with via on-site communication will also be severed. Again, you will be subject to prosecution for engaging in indecent correspondence.

In this context, to prevent your membership from being canceled and to avoid getting into trouble by hiding behind the privacy of the virtual world,

1- Do not insult any member. Regardless of their views, address members in a manner befitting a human being.

2- Report any indecent messages you encounter, whether personal or group-related, to the forum editors. Do not get provoked and write messages yourself. Otherwise, your membership will be cancelled.

3- Never write articles for advertising purposes. This is grounds for membership cancellation without any warning.

4- The memberships of visitors who use usernames that violate public morality will be cancelled if the situation is determined.

5- Insulting the forum editors is grounds for membership cancellation.

6- The membership of the user who receives 4 "Forum correspondence ban" punishments will be automatically cancelled. Considering this, please correspond in accordance with the forum rules. This application does not mean that correspondence can be made until the user receives 4 punishments. In cases requiring membership cancellation, your membership can be cancelled even with the first punishment.

7- Membership names that contain sexual connotations and do not comply with general moral rules will be cancelled, and the memberships of those who create profile information in this direction will be cancelled.

8- Membership names of people who sabotage the sharing in forum topics by using more than one membership name and disrupt the routine flow of the forum will be cancelled.

Membership Messaging / Complaint button

1- Members who are insulted or cursed via private messages should use the "Complain" section in the message menu to complain about those who send such messages. These messages should not be written on the forum and should not be reported to the editors for penalties. Memberships of those who have messages that are considered sexual harassment or contain curse words are cancelled upon review of the messages between members.

2- Membership messages are not deleted but archived due to prosecutor's office investigations.

3- You can reach the "Sikayetetbutonu" editor regarding your complaints. He/she will read and evaluate your complaint within 24 hours. Also, in case of swearing, insults etc. in the Forum area, the editor of that section should be contacted, not the "Sikayetetbutonu" editor.

4- The Report Button should not be used for purposes other than its intended purpose, and no swearing, insulting, etc. words should be written in the Description section after the report button is clicked.

5- Do not complain only about words like hello, how are you, it will not be evaluated. Also, after making your complaint, you can enter the options menu and use the block button from the address book to not receive messages from the person in question again.

6- Do not expect any feedback or information regarding your complaint. The fact that you have not received a response does not mean that the complaint has not been evaluated.

7- The "Sikayetetbutonu" editor may warn the other party, impose a penalty of not corresponding in the forum and internal messages, and may cancel membership, depending on the degree of the complaint and when deemed necessary. Please remember that the complaints made are in our archive records. All members must be respectful and understanding to other members, and must pay attention to the rules of courtesy both in internal messages and in forum correspondence. Please re-evaluate when complaining in order not to say "I was the one who made the complaint, why did I get a penalty too".

8- If there are mutual arguments in the internal message and it is deemed necessary, the membership of both parties may be terminated or may not be taken into consideration.

Crimes committed using any kind of technology such as computers, peripherals, post machines, and mobile phones are cybercrimes.

The types of crimes can include all crimes that constitute a crime in the Turkish Penal Code or can pave the way for these crimes. The types of crimes include, but are not limited to, insults, swearing, credit card fraud, printing forged documents, theft of information and crimes that may continue in this regard, and they change from day to day.

- Do not damage commercial or private relationships, especially by sending e-mails on behalf of others.

- Preparing a web page in the name of someone else and sending e-mails and messages to others for the purpose of promoting this web page, and giving the victim's phone number in these messages.

- Stealing information through unauthorized access to personal or corporate computers and obtaining financial benefits in return by threatening them

- Taking the domain names of companies' web pages without permission and demanding large amounts of money in exchange for these domain names.

- Copying and selling CDs, especially those with pornographic content.

- It can include many different topics such as printing fake documents.

NOTE: Remember, you are not the only victim of such crimes. Apply to the nearest Chief Public Prosecutor's Office with all the evidence without being ashamed of the situation you have encountered.

What You Can Do When You Encounter a Cyber Crime:

- You can report your complaints about illegal sites (web pages) to the e-mail notification address ihbar.bilisim@iem.gov.tr .

- You can file a complaint by applying to the nearest Chief Public Prosecutor's Office with all the evidence you can obtain regarding the issues you are complaining about.

- In all investigations conducted by our Provincial Police Department, the Prosecutor's Office instructions or court decisions are taken as basis.

- As a result of the work to be done on the issues you complain about, if the ISP (Internet Service Provider) is located abroad, the issue can be followed up with the Judicial Rogatory to be made by the Judicial Authorities.

What you can do before becoming a victim of cyber crimes:

- Do not connect to the Internet with your computer that contains important information about you or your company without taking special security measures.

- Remember that 100% security can never be achieved on the internet!

- Your computer may be attacked, especially in the Chat environment;

- Remember that you should not give out personal information about yourself, your family, address, phone number, job, etc. to people you meet in chat!

- Do not give your credit card information to people you meet on the internet.

- It would be beneficial to use a special method to correspond with the institutions you are communicating with over the internet. In this way, even if false or disparaging information is sent to the companies you do business with on your behalf, the other party will be sure that it did not come from you.
