Sirekap, Digital Solution for Transparent and Accurate 2024 Pilkada

Jakarta, kpu.go.id - KPU member Betty Epsilon Idroos attended the Coordination Meeting for the Implementation of the Vote Counting Stages and Recapitulation of Vote Counting Results and the Use of Sirekap, in Jakarta, Saturday (10/31/2024).

In her remarks, Betty explained the preparation for the use of the Electronic Recapitulation Information System (Sirekap) for the 2024 Pilkada. The Sirekap system consists of three functions, namely Sirekap Mobile (sending photos of vote counting results), Sirekap Web (online recapitulation), and Sirekap Public Info (publication of results).

Betty emphasized that Sirekap Mobile will be used at the Polling Station (TPS) level by the Voting Organizing Group (KPPS) and can be used without the internet because it has been designed offline.

"All KPPS must be trained to use this application correctly, including how to fill in the correct numbers and markers. The quality of the photo of the vote counting results is very important to ensure the validity of the data," said Betty.

Betty also explained that Sirekap Web will be used at the Sub-district Election Committee (PPK) and Regency/City KPU levels for recapitulation of results. This application can be used even without an internet connection by utilizing a PDF file with a formula. All Sirekap operators at all levels must be trained to use this application.

To ensure smooth implementation, Betty reminded all related parties at the KPU, both the Technical Division and the Data Division, to be involved and responsible for implementing Sirekap. Good cooperation and coordination are essential to achieve the main objective, namely the rapid publication of C1 results and accurate recapitulation based on data at the TPS.

Also present were the Head of the Technical Bureau for Election Implementation Melgia Carolina Van Harling, the Head of the Data Center M. Syahrizal Iskandar, and the ranks of the KPU secretariat.

UGM Expert Highlights Key Needs for Effective Use of Sirekap in Pilkada

The excitement surrounding Indonesia’s 2024 Regional Elections (Pilkada) is growing. Various parties, including the General Election Commission (KPU), are actively preparing for this democratic event.

In the 2024 Pilkada, KPU will again utilize Sirekap as a supportive application for vote recapitulation.

The purpose of Sirekap is to facilitate the detection of fraud or errors by both the public and KPU, particularly in converting C-1 data from vote counts.

Sirekap replaces the Vote Counting Information System (Situng) used in the 2019 General Election, tested in the 2020 Pilkada, and widely used in the 2024 election.

In response to the reintroduction of Sirekap for the 2024 Pilkada, Deputy Executive Secretary of the UGM Center for Digital Society (CfDS) Iradat Wirid welcomed the plan.

He believes that Sirekap is an excellent tool to support the accountability of the election process.

“Sirekap is a great tool because election results become transparent, and everyone can see the voting results in real-time, unlike before when it took a long time to see the results,” he said on Wednesday, Oct. 9, 2024.

While Sirekap may assist field officers, Wirid argues that several improvements are necessary to support its use.

He cited the need for internet access to upload data, which could be provided directly at each polling station (TPS) or by establishing internet service points to send offline server data.

“Another thing KPU needs to prepare for Sirekap is introduction and technical guidance so that TPS officers can understand how to use the application,” he added.
