1. How is a fine paid?

First, let's figure out what a fine payment is and what happens to your money immediately after it is debited from your account?

The standard procedure for paying a fine takes place in several stages:

- Step 1. Immediately after payment, the money is sent to the treasury account.

- Step 2. Next, the treasury uploads payment data to the police or parking inspectorate database (usually this takes about 3-10 business days, occasionally longer). It is important to understand that all payments are uploaded with the date of actual payment, that is, if the fine is paid within the statutory period, there will be no delay in payment.

- Step 3. Next, in the police or parking inspectorate database, the payment must be combined with the issued resolution. If the resolution from the patrol officers is in the form of a check (EAA and EAB series), then after unloading into the database, the payment is automatically combined with the resolution, but if the resolution is on a strict reporting form, then the payment will be combined with the resolution after it is entered into the database by the inspector (entered manually, which is why, depending on the region and loading, the period for entering the resolution into the database can be from a couple of days to a month). However, the repayment of the resolution into the database is not affected - it is important to pay the fine within the daily period established by law.

- Step 4. There are cases when the payment is not combined with the issued resolution. This happens due to malfunctions in the police database (or inspection) or in the event of incorrect payment (based on the appeals to us, through the terminal or bank cashier, such cases are quite rare).

In the UA Fines application for smartphones, all data for paying fines is filled in automatically from official registers, which reduces the probability of making a mistake during payment to zero.

2. When will the payment notification arrive?

Payment to the treasury account is made immediately on the actual payment date. Information on the status of the resolution in the police or parking inspection database, provided that you pay the fine within the deadline established by law, is sent within 3-10 business days (depending on the speed of payment processing by the relevant authority).

The deadline for sending the repayment notification depends on the availability of the resolution and the police (inspection) uploading the payment to the database.

3. What is the region of the violation?

The region of the violation is the actual place of recording the traffic violation. However, when paying fines, it is necessary to take into account that the choice of the region of the violation depends on the type of fine, therefore:

If the fine was issued by patrol officers, then this is the actual place of the violation (region or regional center). For example, if the patrol officer fined you in Bila Tserkva, then you need to indicate the Kyiv region; if the violation was in Kyiv, then choose Kyiv. Usually this information is indicated on the form of the decision in the stamp with the details for payment (or at the bottom of the decision receipt).

If the fine was recorded by the automatic violation recording system (cameras), then select "Photo recording".

If the fine was issued by the city parking inspection, then select the necessary city of the violation from the list with the mark "parking violation": For example, Kyiv (parking violation).

Note that in the UA Fines application, all data is filled in automatically directly from official registers, so when using the program, you do not have to select regions.

According to paragraph 2.1 of the road regulations, drivers can validate their insurance policy using an electronic version. Car owners are allowed to present the document on their phone, tablet, or laptop. The SDA officially recognizes electronic CTP policies. Drivers only need to show their electronic policy, as required. The national police can verify policy authenticity in the MTIBU database which is accessible to the public.

The mandatory insurance contract has been available since February 7, 2018, following the National Financial Services Order No. 3631 dated August 31, 2017, approving changes to the OSAGO contract regulations.

During a roadside check by the patrol police, simply use the "Insurance" section of the Traffic Tickets UA app to confirm your electronic CTP insurance number and validity period, or show a visual PDF copy of your policy if needed.
